Governments around the world are confronted with transport infrastructure-based challenges. Whether as a part of an established system with maintenance requirements or a growing nation with new road construction, properly financing these projects is becoming more important. In addition, modern transportation management systems are requring more capable and more sophisticated technologies to manage automotive networks and provide valuable services.

Electronic Vehicle Registration (EVR) systems are designed to help solve all of these challenges, and to provide a reliable, versatile infrastructure for additional services. EVR is the use of a wireless technology, typically Radio Frequency Identification (RFID), to identify individual vehicles as a part of an automated system. Wireless information technology systems are commonly used for a number of reasons, with the most common being in tolling systems. Governments, businesses, and consumers have found that Electronic Toll Collection (ETC) systems both lower the cost of toll collection and make the transaction faster and more convenient. However, ETC is only one of many potential wireless applications.

The purpose of EVR is to quickly and easily authenticate the vehicle's legal status – to determine if the auto is properly registered – without inconveniencing the motorist or taking the attention of a law enforcement officer. Many vehicles can be scanned simultaneously and automatically, without human intervention or Line of Sight (LOS) requirements. These capabiliies create a solution with its primary value in efficiency and increased levels of compliance from automation, without diverting other resources, such as law enforcement officers, from more important tasks.

There are two fundamental types of EVR systems: unsecured systems with a simple RFID label attached, and secured systems that add tamper-evident components.
