RFID (radio frequency identification) technology vendors are not in business to create one-off solutions. But, the right market opportunities are driving demand in specific industries.

Following the terrorism attacks of Sept. 11, one piece of legislation passed by the U.S. Congress was the Support Anti-Terrorism by Fostering Effective Technologies Act (SAFETY Act). Passed in 2002, the SAFETY Act aims to balance antiterrorism innovation against the possibility of litigation. Under the act, approved products and services receiving SAFETY Act ‘certification' would face little or no liability if the technologies failed in connection with a terrorist attack. Products receiving a ‘designation' – while a lesser award – are afforded similar protections.

For technology companies interested in developing products for homeland security, achieving SAFETY Act certification is a commitment. It's a commitment in internal resources, but it's an implied commitment to the broader market potential that a technology provider must believe exists. If a company creates a product for a specific market, that market must be able to generate enough revenue to support and grow that product category. For RFID technology provider Alien Technology, the company's recent SAFETY Act designation related to its ability to leverage RFID in baggage and cargo handling as it relates to homeland security.
